  Prime Minister Brian Cowen was disappointed that Irish voters rejected the European Union reform treaty; 53.4 percent no, to 46.6 percent yes
 EU leaders have to decide whether to draw up a new constitution or they could ask the Irish people to vote again. Cowen did not declare the treaty dead, saying the vote leaves Ireland and EU in 'uncharted waters'
